You do not need to apply for a tourist visa based on your Peruvian passport. You can stay in Thailand for a maximum of 30 days if you enter by air or 15 days if you enter by land.

According to the information posted on their site, it will take a period of 3-6 weeks for the passport to be processed. You can apply depending on the date of your intended travel.

I am travelling to Thailand next year for medical reasons. Will I need a specific visa or does the 30-day exemption apply as I am Australian?
The visa will depend on the length of your stay. If your medical procedure only takes few days, you can use the visa exemption stamp. If the medical procedure takes more than 1 months, I suggest for you to apply for the non immigrant O visa for medical reason.
